Our Services
Home and Hospital Instruction is a program all districts are required to offer; however, how do you ensure your program is compliant, well thought out and implemented, and supporting the needs of our at-promise youth? This presentation will provide participants with: legal mandates; roles and responsibilities and best practices; step-by-step program implementation; and sample handbook, applications, and documents. Throughout this presentation, participants will explore traditional home and hospital instruction, extension of services, blended services, and re-entry to the regular school program from home and hospital instruction. Additionally, participants will learn about Home Instruction, as well as out-of-district services. Learn from a veteran administrator with over 14 years overseeing Home and Hospital Instruction and as a participant, you will walk away with tools to immediately utilize upon your return to your site and/or district.
This intensive six-hour professional development seminar provides school administrators and student services personnel with a comprehensive exploration of the legal frameworks governing student information in California. Participants will dive deep into the California Education Code, Title 5 Regulations, and federal FERPA requirements to ensure their districts remain compliant and protect student privacy rights.
Training Overview
The workshop is designed to be a "law-intensive" experience, moving beyond surface-level theory to provide practical, actionable guidance on complex scenarios encountered in daily school operations. Through a combination of direct instruction, interactive polls, and breakout group scenarios, attendees will master the nuances of record classification and the intricacies of family law as it intersects with the school environment.
Core Curriculum
Part 1: Federal and California Laws Related to Student Records
Definitions and Classifications: Understanding the legal distinctions between mandatory permanent, mandatory interim, and permitted pupil records.
Maintenance and Destruction: Reviewing state policies on how items are placed into records and the legal requirements for their eventual disposal.
Rights of Access: Mastery of granting record access and identifying who may access records without parental consent or judicial order.
Confidentiality Exceptions: Specialized focus on counselor-client privilege and the specific legal exceptions for information of a personal nature.
Part 2: Custody, Residency, and Enrollment Issues
Custody Dynamics: Defining legal vs. physical custody and the rights of natural parents, adopted parents, and legal guardians in the educational setting.

Name and Gender Changes: Reviewing the specific procedures for updating student records to reflect legal name and gender changes.
School Attendance Review Boards (SARB) are a critical component of attendance and truancy intervention, yet navigating the intricate web of compliance requirements and best practices can be challenging. This dynamic consultant workshop provides district and site administrators with the essential legal knowledge, practical tools, and step-by-step procedures to transform their SARB process from a compliance checklist into a highly effective, legally defensible, and student-centered intervention program.
Participants will:
Decipher the Legal Landscape: Deeply explore the state and federal legal mandates governing SARB, ensuring your district avoids potential liabilities and maintains full compliance.
Build a High-Impact SARB Program: Learn the successful procedural facets of an effective SARB, from initial referral and documentation protocols to compelling panel presentations and follow-up strategies.
Execute Flawless Implementation: Gain practical, actionable procedures for successful SARB program implementation across site and district levels, fostering consistency and positive outcomes.
Evaluate and Elevate: Utilize provided evaluation tools to immediately assess the current strengths and weaknesses of your existing SARB process and develop a targeted improvement plan.
Walk away with a complete SARB toolkit ready for immediate implementation, ensuring your team is confident, compliant, and equipped to significantly improve student attendance and achievement.
Is your school or district struggling with persistent student absenteeism? The path to truancy often begins long before a Student Attendance Review Board (SARB) referral becomes necessary. While SARB is a crucial compliance step, true success lies in effective, proactive school-level intervention.
Elevate your attendance strategy from compliance-focused to prevention-driven.
Effective intervention requires specialized training and necessitates a clear, consistent, and collaborative school-based framework that goes beyond merely meeting legal mandates.
The SART Advantage focuses on the critical, often underutilized, phase of truancy intervention: the Student Attendance Review Team (SART) process. Participants will gain actionable insights into:
The Crucial Question: What proactive, tiered measures can schools implement before a student reaches the district SARB level?
Stakeholder Engagement: Identifying and mobilizing the essential personnel (administrators, teachers, counselors, parents, community liaisons) necessary for a successful SART.
Legal Clarity: A deep dive into current attendance and truancy legal requirements (e.g., California Education Code) to ensure your procedures are compliant and effective.
Structured Framework: Implementing a clear, reproducible, and documented SART process that provides early support, parental accountability, and student resources.
This is not theoretical training. Participants will walk away with practical, customizable resources, including:
Legal Review - Summary of state attendance mandates and implications for school practice.
Program Implementation - Step-by-step guide for establishing or refining your school's SART process.
Sample Materials - Ready-to-use documents, parent communication templates, and administrator handbooks.
Structured Framework - A clear workflow and decision matrix for tracking truancy and escalating interventions effectively.
